E-mobility ASAP Project partners with Philippine Economic Zone Authority to explore fleet electrification in key economic zones
The Philippine transition to electric mobility has taken another step forward, as the Global Environment Facility-funded UNIDO-DTI-BOI e-mobility ASAP Project and the Philippine Economic Zone Authority (PEZA) formalized a partnership to explore the electrification of PEZA-administered ecozones.
The two parties signed a Memorandum of Understanding (MOU) on September 17, 2026 in Pasay City, Philippines, establishing a framework for collaboration to assess and support the proposed electrification of PEZA’s identified transport fleet.
Signing the MOU were Clean Air Asia Deputy Executive Director Atty. Glynda Bathan-Baterina, and PEZA Director General Tereso O. Panga, while United Nations Industrial Development Organization (UNIDO) Country Representative Teddy Monroy and Management Information System and Corporate Planning (MISCP) Group Manager Rowena T. Naguit served as witnesses.
Under the MOU, Clean Air Asia, through the e-mobility ASAP Project, will conduct a feasibility study examining the technical, operational, financial, institutional, environmental, and overall viability of electrifying PEZA’s identified fleet.
The study will provide evidence to guide decisions on a potential electric mobility program, including the deployment of electric vehicles (EVs) and EV charging stations (EVCS) within an identified PEZA-administered ecozone.
"We look forward to sharing our knowledge on electric mobility and working closely with PEZA to understand what works in the context of ecozones, from the vehicles and charging infrastructure required to the financial and operational considerations. The goal of this partnership is to build a clear, practical way forward to support informed decisions on fleet electrification and, ultimately, a cleaner and more efficient transport system,” said Atty. Bathan-Baterina.
The partnership builds on the groundwork for PEZA-administered ecozones to explore cleaner and more efficient transport solutions, in line with the country’s broader shift toward electric mobility.
It also supports the direction set by the Electric Vehicle Industry Development Act (EVIDA), or Republic Act No. 11697, which provides for the electrification of government fleets, including the requirement for at least 5 percent of government-owned or leased vehicle fleets to consist of EVs by 2034.
“Sustainability is no longer simply an option—it is the direction of the future. Through this partnership, PEZA is taking concrete steps to make decarbonization part of how we operate, develop, and grow our ecozones, building greener and future-ready investment destinations for generations to come," said Director General Panga.
As the Philippines works toward build an enabling environment for electric mobility, partnerships that connect policy with on-the-ground implementation will be key in continuing to realize the country’s sustainable transport ambitions.
