In 2015, Clean Air Asia began its work in Indonesia by developing guidelines to improve urban air quality, conducting air pollution management workshops, delivering capacity-building activities, and initiating Clean Air Action Plans (CAAPs) in several cities, including Palembang, Bogor, and Tangerang. The Indonesia team was formally established in 2024. Since then, the organisation has focused on providing sustained technical assistance to national and subnational governments.
Leveraging its strong technical expertise in air quality management, the Indonesia team has established deep collaboration with key national stakeholders, including the Ministry of Environment, to provide technical assistance in the development of derivative regulations under Government Regulation No. 22/2021 on Environmental Protection and Management. This support includes the formulation of national emission inventory guidelines, capacity-building and training on the use of air quality analysis tools, the development of simplified emission inventory templates, and the piloting of regional air pollution dispersion modelling using WRF-Chem.
In parallel, the team provides sustained technical assistance to subnational governments. This includes ongoing support to Bogor City and Tangerang City in implementing Clean Air Action Plans that were jointly developed with local authorities. Building on this foundation, in 2025, the Indonesia team expanded its engagement to additional subnational governments, including Bekasi Regency, Depok City, Bogor Regency, and the Jakarta Provincial Government. Over the past two years, the team has also initiated a dedicated programme to reduce emissions from the industrial sector, in collaboration with the Ministry of Industry and the Ministry of Environment.
The Indonesia team has further expanded its advocacy efforts targeting policymakers, government institutions, and the private sector. Within the Jabodetabek region, a subnational knowledge-sharing platform has been established to facilitate dialogue, collaboration, and innovation among local governments on air quality management. In addition, the Leaders’ Summit programme convenes subnational leaders to secure political commitment and elevate air pollution as a development priority within their respective jurisdictions. In the transportation sector, the team has begun advocating for the adoption of electric vehicles, engaging both government stakeholders and vehicle manufacturers to accelerate policy reform and market innovation.
Looking ahead, the Indonesia team will strengthen its engagement with the national government and expand technical assistance and training programmes to additional provinces, cities, and districts, responding to growing demand for practical tools and implementation capacity. In parallel, advocacy and public engagement efforts will be strengthened across multiple levels, with a focus on empowering communities, civil society organisations, and youth to participate meaningfully in air quality–related decision-making processes. The team will also continue to deepen its focus on the industrial sector—covering both large-scale manufacturing and small businesses—as well as the transportation sector, where initial political and institutional support has already been secured.
As one of the outputs of the Leaders Platform, the Coordinating Ministry for Infrastructure and Regional Development is promoting strengthened cross-government synergy and multi-stakeholder collaboration, resulting in a strategic document for collective action.
