I. BACKGROUND 

Clean Air Asia is an international non-governmental organization leading the regional mission for better air quality, and healthier, more livable cities throughout Asia. Our mission is to reduce air pollution and greenhouse gas emissions in Asia and contribute to the development of a more sustainable, equitable and healthier region. We empower governments and cities by inspiring action and focusing efforts on the planning and implementation of solutions at scale, fostering regional cooperation to address issues of mutual concern, and ensuring the integration of air quality management across sectors and institutions. Our work focuses on implementing solutions that reduce air pollution, its detrimental health impacts and mitigate the climate crisis. We do so by providing policy guidance, building capacity, and making a compelling case for action among stakeholders at city, national, and regional levels. Since 2008, we have been a United Nations-recognized partnership comprised of more than 250 organizations in Asia and internationally, with six Country Networks (Indonesia, Malaysia, Nepal, the Philippines, Sri Lanka, and Vietnam). Our headquarters are in Manila, Philippines, and we have offices in Beijing, China, and New Delhi, India. 

An exciting opportunity has arisen for the right person to join our friendly, busy office in Ortigas, Pasig City, Metro Manila and to work for an international NGO for better air quality across Asia. We are looking for a dynamic and self-motivated individual with a strong interest in sustainable, urban planning and demonstrable skills in project management and delivery. The role will involve working with individual staff and teams within a multi-cultural organization, as well as, with key external stakeholders.

 

II. JOB PURPOSE

To provide technical expertise on urban planning and development, develop and implement projects, and deliver outputs of exceptional quality for Clean Air Asia’s programs and projects.

 

III. RESPONSIBILITIES AND SCOPE OF WORK

Under the direct supervision of the Capacity Development Officer, the Urban Planning Specialist will work mainly on a project implemented by a regional and national consortium which supports the transportation towards low-carbon and resilient urban development in selected Asian countries including the Philippines. The project addresses enabling conditions at country level and strengthens capacities of cities for mainstreaming climate change into urban development.

At the local level, the project supports cities in developing climate-sensitive urban development plans with underlying budgets. At the country level, policy frameworks are further developed with a focus on technical services, cross-sectoral and multi-level coordination, and incentives for urban climate action. The project has the following four output areas:

  • Improved institutional environment for climate-sensitive urban development
  • Evidence- based and inclusive climate-sensitive spatial and urban planning
  • Project concepts for urban climate action investments identified
  • Enhanced knowledge through regional networking, exchange, and learning

The Urban Planning Specialist will focus on activities relating to the second and fourth output areas. S/he will be responsible for:

  • Project delivery consistent with the project proposal and workplan
  • Project monitoring and reporting
  • Coordination with Clean Air Asia project team and its consultants as part of project execution
  • Managing assigned project team members (i.e. project associate and interns) as well as consultants as they carry out their respective roles, responsibilities, and tasks
  • Coordination with regional and national project partners as well as stakeholders as part of project execution
  • Serving as the subject matter expert on climate-sensitive urban planning for the Clean Air Asia project team, leading the development of project outputs and performing quality management on deliverables prepared by consultants
  • Performing other roles and tasks in relation to the project

Moreover, the Urban Planning Specialist is expected to provide technical expertise on sustainable urban planning and low-carbon urban development, in general, to the organization, carrying out the following duties:

  • Successfully implement projects of Clean Air Asia, ensuring timely submission of quality outputs. This will involve taking a lead role in developing and implementing projects; preparing knowledge products; preparing workplan and budgets, narrative and financial reports; liaising with consultants and partners; and formulating and reviewing technical reports. Project implementation may also include research and analysis, data management, and preparation of project reports, meeting proceedings, presentations, workshops, conferences and events, including, at times, logistical and administrative arrangements.
  • Manage assigned team members in carrying out their respective roles and responsibilities. This includes tracking their productivity and other performance indicators on a monthly basis or as the need arises.
  • Keep up-to-date with the latest practices, tools, knowledge, conferences on urban planning and development.
  • Develop partnerships and maintain professional relationships with key Clean Air Asia partners and stakeholders.

 

IV. ELIGIBILITY REQUIREMENTS AND CRITERIA

To apply for this role, the applicant must possess the following skills and experience:

  • University degree in urban planning, urban development, or related program. A Master’s degree in related disciplines is preferred.
  • A registered and practicing environmental planner (EnP) in the Philippines.
  • Minimum of 4 years of work experience in sustainable urban planning. Experience in integrating climate change adaptation, resilience, and mitigation in urban planning is a strong advantage.
  • Has experience in supervising and managing a project team.
  • High proficiency in Microsoft Office and mapping (e.g. GIS) applications required; capability in using other applications related to urban planning, climate modeling, and scenario development is an advantage.
  • Well-developed interpersonal, communication and stakeholder liaison skills with experience in networking and establishing and maintaining relationships with partners at different levels (ministry, donors, private sector, NGOs and local community-based organizations).
  • Fluent in spoken and written English; with strong written, analytical, presentation and reporting skills. Strong technical writing skills, with the ability to do research, analyze data and properly cite publications is essential. Written publications on sustainable urban planning is an advantage.
  • Demonstrated attention to detail. Proven ability to meet deadlines and work on multiple projects simultaneously.
  • Ability to work independently and as part of multi-cultural and multi-disciplinary team.
  • Team player with the ability to contribute more widely to the direction of Clean Air Asia’s Air Quality and Sustainable Transport Programs.
  • Be able to travel in and outside of the Philippines.

 

V. DURATION, REMUNERATION and OTHER BENEFITS

The Urban Planning Specialist will be appointed for two (2) years under a full time, fixed-term contract, with possibility of extension based on satisfactory performance and availability of project funding. The probationary period is 3 months. The base monthly remuneration is competitive but may vary subject to the candidate’s professional qualifications and work experience. In addition to government-mandated employee benefits, Clean Air Asia provides HMO medical and hospitalization insurance, 24 days paid vacation leaves, up to 10 days sick leave, and observes 13 public holidays per year.  Clean Air Asia also provides opportunities for travel domestically and internationally.
