I. BACKGROUND

Clean Air Asia is an international non-governmental organization leading the regional mission for better air quality and healthier, more liveable cities throughout Asia. Our mission is to reduce air pollution and greenhouse gas emissions in Asia and contribute to developing a more sustainable, equitable, and healthier region. We empower governments and cities by inspiring action and focusing efforts on planning and implementing solutions at scale, fostering regional cooperation to address issues of mutual concern, and ensuring the integration of air quality management across sectors and institutions. Our work focuses on implementing solutions that reduce air pollution and its detrimental health impacts and mitigate the climate crisis. We do so by providing policy guidance, building capacity, and making a compelling case for action among stakeholders at the city, national, and regional levels. Since 2008, we have been a United Nations-recognized partnership comprised of more than 250 organizations in Asia and internationally, with six Country Networks (Indonesia, Malaysia, Nepal, the Philippines, Sri Lanka, and Vietnam). Our headquarters are in Manila, Philippines, and we have offices in Beijing, China, and New Delhi, India.

An exciting opportunity for the right person to work for an international NGO for better air quality across Asia has arisen. We are looking for dynamic and self-motivated individuals based in Indonesia, Malaysia, Thailand, India, Korea, Japan, Sri Lanka, Singapore, and Vietnam with project management and delivery skills who will liaise with port authorities and stakeholders to increase awareness of port emissions in their respective countries. The role will involve working with individual staff and teams within a multicultural organization and with key external stakeholders.

 

II. RESPONSIBILITIES AND SCOPE OF WORK

The National Coordinator will support Clean Air Asia’s initiative to reduce maritime transport (shipping and ports) emissions in Indonesia, Malaysia, Thailand, India, Korea, Japan, Sri Lanka, Singapore, and Vietnam.

Under the direct supervision of Clean Air Asia’s Transport Specialist, the National Coordinator will work as a local focal point in implementing the organization’s initiative on increasing awareness of reducing emissions at ports in selected Asian countries. The National Coordinator will provide technical expertise in the planning, implementing, and evaluating the project activities in the country, including:

  • Identifying key stakeholders of the project (shipping decarbonization) and undertaking of stakeholder analysis through research and consultations
  • Providing inputs in the agenda for the consultation and validation meetings and assist in stakeholder engagement events, capacity building workshops, and other activities that may be relevant in the promotion of shipping decarbonization
  • Coordinating and moderating discussions with stakeholders during the consultation and validation meetings and summarize the outcomes of these meetings
  • Supporting in and contributing to developing the baseline report of the ports and shipping sectors in the country, with the following roles:
    • Support data collection of the following:
      • policies related to air quality and programs aimed to reduce emissions at ports caused by maritime transportation and operations
      • pairwise comparison of emissions reduction programs from port authorities (analytic hierarchy process)
      • follow-up interview with port authorities/operators to contextualize their comparisons of various emissions reduction programs
  • Support the organization in the completion and dissemination of the outputs and results of the project and raising awareness in reducing emissions at ports
  • Keeping track of the updates, trends, and developments in transportation and air quality management in the country, including policy developments and priority needs of the country for better air quality management and sustainable transport.

Successful applicants will develop and maintain strong professional relationships with other Clean Air Asia partners and stakeholders in the country, including those in government, private sector, and civil society organizations.

 The role requires active participation and timely presentation of progress or updates in meetings with the Clean Air Asia team.

 

III. ELIGIBILITY REQUIREMENTS AND CRITERIA

  • University degree in Urban Planning, Environmental Science, Environmental Management, Environmental Engineering, Engineering, or any related discipline. An advanced degree in the aforementioned field is an advantage.
  • Must be based in Indonesia, Malaysia, Thailand, India, Korea, Japan, Sri Lanka, Singapore, and Vietnam respectively
  • Has demonstrated experience working with port authorities, transportation, or environment ministries in Indonesia, Malaysia, Thailand, India, Korea, Japan, Sri Lanka, Singapore, and Vietnam respectively
  • Has at least 3 years of experience in project implementation and stakeholder coordination related to city development, sustainable transport planning, and climate change mitigation
  • Has excellent written and verbal communication skills and interpersonal skills
  • High proficiency in Microsoft Office applications; capability in using statistical software is an advantage.
  • Demonstrated attention to detail.
  • Team player with the ability to contribute more widely to the direction of Clean Air Asia’s program.

 

IV. DURATION, REMUNERATION and OTHER BENEFITS

The Consultant will be engaged until 31 October 2023 under a lumpsum intermittent consultancy contract. The remuneration is competitive but may vary subject to the candidate’s professional qualifications and work experience.
