China Air 2025

Over the past decade, China has achieved notable progress in air pollution control, with substantial reductions in major pollutant emissions and historic improvements in air quality. However, as control efforts deepen, the characteristics of pollution and the needs of governance are evolving, marking a shift into a new phase of intensified and upgraded air quality management. On the one hand, the simultaneous advancement of industrial upgrading, energy transition, and green transportation places greater demands on local governance capacity, technological support, and refined management. On the other hand, cross provincial pollution transport has further underscored the need for enhanced regional collaboration.

Against this backdrop, Clean Air Asia has developed this report, which features five representative case studies: regional joint prevention and control in the Beijing–Tianjin–Hebei and surrounding areas; Beijing’s regulation-monitoring-inspection (RMI) linkage model; the industrial VOC control of Shanghai; the intelligent supervision of heavy-duty diesel vehicle emissions in Shanghai; and the near zero carbon construction site pilot in Chengdu. These cases focus on five key areas—regional collaboration, cross-sectoral coordination, deep emission reduction in key sectors, digital governance, and scenario-based explorations—showcasing innovations in policy implementation, management reform, technological application, and industrial transition.
