[OPEN] Call for Proposals: Deployment of Electric Public Utility Vehicle (e-PUV) under a Profit-Sharing Business Model for Vehicle Suppliers and Transport Service Entities (TSEs) under the e-mobility ASAP Project

OVERVIEW

The Global Environment Facility (GEF) - funded Accelerating the Adoption and Scale-up of Electric Mobility for Low-Carbon City Development in the Philippines (e-mobility ASAP Project) — implemented by the Department of Trade and Industry (DTI) and the Board of Investments (BOI) with the United Nations Industrial Development Organization (UNIDO), and with Clean Air Asia-led Consortium as project executing entity  — invites proposals for a profit‑sharing business model for the deployment of up to one hundred fifty (150) electric Public Utility Vehicles (e-PUVs) in partnership with Transport Service Entities (TSEs).

This initiative expands the range of financing models under the Department of Transportation’s (DOTr) Public Transport Modernization Program (PTMP), improve bankability of e‑PUV operations, de-risk investments, and provide operational data to inform scale‑up.

WHO MAY APPLY?

• Qualified vehicle manufacturers and suppliers capable of providing e-PUV units and after-sales support; and
• Able to implement a profit-sharing arrangement with participating TSE partners, consistent with the CfP requirements. (Refer to the CfP document for detailed eligibility and documentary requirements.)

PROJECT SUPPORT

Selected proponents may receive a comprehensive support package under the e-mobility ASAP Project, which includes:

• EV Charging Infrastructure Support: Up to USD 350,000 to support deployment-critical charging and related infrastructure necessary for e-PUV operations.
• Technical Assistance: Support to design, validate, and optimize the profit-sharing business model, including operational, financial, and performance monitoring aspects.
• Capacity Building: Targeted capacity-building activities for vehicle suppliers and TSEs to strengthen operations, fleet management, charging strategies, maintenance, and business management.
