Our Team

Clean Air Asia is composed of:

  • A 9-member Board of Trustees that has oversight over Clean Air Asia and also comprises Board committees. The Board and Center Members meet annually.
  • The Executive Director and the Deputy Executive Director manage Clean Air Asia and the relations with the Partnership, Country Networks, and other partners and advisors. Together with the Head of Programs, the Transport Manager, the Finance and Administrative Services Manager, the China Director and India Director oversee the management of the three offices and Country Networks.
  • Program Managers are involved in planning and management of programs and projects, including the BAQ conference. Specialists and researchers support the programs and related activities.

Bjarne Pedersen, Executive Director

Bjarne has broad international experience, particularly in environmental issues and sustainable development, with a proven track record of achieving meaningful impact through strategic leadership, resource mobilization and team building at all levels. Prior to joining Clean Air Asia, he was the Global Director at Consumers International, a leading international consumer advocacy organization.

Glynda Bathan, Deputy Executive Director

Glynda, alongside the Executive Director, leads the Clean Air Asia team, sets the organization’s strategic direction, and undertakes resource mobilization. A lawyer with 16 years’ experience in environment policy, she led teams to assist national and city governments develop and implement policies and roadmaps through Clean Air Asia’s four programs. She holds a Bachelor of Laws degree from the University of the Philippines and a Master in Environmental Management degree from a joint program of the Ateneo de Manila University and the University of San Francisco.

Kaye Patdu, Head of Programs

Kaye oversees Clean Air Asia’s four programs. She is one of the key developers of the Clean Air Scorecard – an air quality management assessment tool for cities – and one of the lead authors of the “Guidance Framework for Better Air Quality in Asian Cities” which aims to provide a recognized guidance for cities to improve air quality. Before joining Clean Air Asia, she worked for GHD Pty Ltd and was involved in environmental monitoring and permitting for power companies. She holds a Bachelor’s degree in Environmental Science from the Ateneo de Manila University and is currently completing her Master’s degree on Atmospheric Science at the same university.

 Air Quality Management Program


Dang Marviluz Espita, Senior Air Quality Program Coordinator

Dang provides support for the Air Quality Program of Clean Air Asia. She is primarily involved in the Integrated Programme for Better Air Quality (IBAQ Programme), where she coordinates the development of the Guidance Framework for Better Air Quality in Asian Cities. She also contributes to the implementation of upgrades for the Clean Air Scorecard Tool. Dang is a licensed Chemist, with training on pollution chemistry and natural products from the Marine Science Institute at the University of the Philippines. She holds a Bachelor’s Degree in Chemistry from the University of the Philippines and is presently completing her Master’s Degree in Chemistry from the same university.

Tanya Gaurano, Capacity Building Coordinator and Air Quality Program Officer

Tanya coordinates with key training partners to institutionalize the Train for Clean Air (T4CA) training in Asia. She liaises with regional partners to streamline capacity building on clean air in Asia. She also provides research support to the air quality and transport programs at Clean Air Asia. She holds a Bachelor’s Degree in Development Economics from the University of the Philippines and a Master’s Degree in Social Development from Ateneo de Manila.

Candy Tong, Environment Researcher

Candy started out as a research assistant for Clean Air Asia to work on developing a local emission inventory for Metro Manila. She now continues to work on various projects and activities under the Air Quality Program that provide support to cities in air quality management. She earned her bachelor’s degree in Psychology from the University of Santo Tomas prior to working for other local development projects in the Philippines.

 Transport Program


Pia May Agatep, Transport Program Officer

Pia provides technical and administrative support on the management, implementation, and coordination of transport projects of Clean Air Asia. She is a licensed Environmental/Urban Planner specializing in Transportation and Public Works Planning.  She holds a Bachelor’s Degree in Public Administration, a Postgraduate Diploma in Urban and Regional Planning and a Masters Degree in the same field from the University of the Philippines – Diliman. Pia is currently taking her PhD in Urban and Regional Planning in UP Diliman.

Kathleen Dematera, Environment Researcher

Kathleen provides coordination and research support for sustainable urban transport projects. She has developed expertise in engaging governments, stakeholders, and local communities in promoting active transportation (or non-motorized transportation) having worked on the Pasig and planned Metro Manila bike-sharing programs, Ortigas greenways project, among others. She holds a Bachelor’s degree in Economics from the University of Santo Tomas and is presently completing her master’s degree in Environmental Management in Ateneo de Manila University.

Mark Angelo Tacderas, Transport Researcher

Mark is responsible for transport analytics and the application and improvement of tools developed by Clean Air Asia. He supports quantitative analysis for projects under the Low Emissions Urban Development program. With a degree in Statistics from the University of the Philippines in Diliman, Mark is currently taking his Master’s Course in Urban and Regional Planning from the same university, aiming to become a professional Environmental Planner in the future.

 Cities for Clean Air Certification

 Katharine Thoday1

Katharine Thoday, Cities Clean Air Partnership Program Director

Katharine, who leads the Cities Clean Air Partnership, is a sustainability professional experienced in incentivising environmental governance and decision making. She has worked cross-sectorally with government and the corporate and finance sectors both with the Cambridge Institute for Sustainability Leadership and as an advisor for the UK Departments of Energy and Climate and Environment and Rural Affairs, initiating new legislation, investment incentives and advisory services. She is a social and political scientist graduate from Cambridge University with a master’s degree in International Natural Resource Management.

Maria Preciosa Benjamin, Environment Researcher

Precious provides research and coordination support for Clean Air Asia projects.  She works with city-level stakeholders in developing clean air plans.  She used to work for a private consulting company on environmental site assessments. She holds an Environmental Science degree from the Ateneo de Manila University and is taking up post-graduate studies at the School of Urban and Regional Planning in the University of the Philippines.

Robyn Garner, Communications and Marketing Manager

Rob has more than 20 years’ communications experience. She worked for 12 years as a print journalist and sub-editor in the Australian media, and for the past 13 years has been working in Asia (Mongolia, Japan, Thailand, Philippines) as a communications specialist in the international development sector with such organizations as UN agencies, the Swiss Agency for Development and Cooperation, Pact, The Asia Foundation, and the Asian Forum for Human Rights and Development. She has a Bachelor of Arts (Journalism) degree from the University of Queensland and a Master of Social Science (International Development) degree from RMIT University in Melbourne.

Finance and Administrative Services

Art Docena, Finance & Administrative Services Manager

Art leads the finance and administrative services team. He developed many of the Clean Air Asia’s operating procedures and is in charge of monitoring the organization’s financial budgets and financial reporting. He is a Certified Public Accountant and has extensive knowledge on financial management, accounting functions, financial modeling, financial forecasting and feasibility analysis. He holds a Bachelors Degree in Business Administration, major in Accounting from the Philippine School of Business Administration.

Jovy Coroña, Executive Assistant

Jovy provides comprehensive support to the offices of the Executive Director and the Deputy Executive Director, including proactive coordination with the senior management team. She takes the lead role in organizing the BAQ conference, annual meetings and other events, and performs secretariat functions for the Clean Air Asia Partnership.  Jovy’s previous employment in Dubai includes high-level executive management support, organizing international events and human resource management.  She holds a Bachelor’s Degree in Secondary Education from the University of Sto. Tomas.

Cris Inclino, Project Administration

Cris handles contracts management and prepare project financial reports.  She also assist the program managers and country directors in the preparation and submission of project proposals to funding agencies.  In coordination with the project team, she prepares contract and TOR for project consultants and sub-grants.  Cris has a vast experience working in international non-governmental organization in the field of finance and administration.

Lileth Siosana, Accountant

Clean Air Asia Advisor

May Ajero, Advisor, Air Quality and Climate Change

May has co-written several publications on air quality management and designed the Clean Air Scorecard. She was the Energy Sector Leader of the GHG team for the Philippines 2nd National Communication to UNFCCC. In 2000, she left pharmaceutical chemist work for research on air quality and climate change issues, and now dreams of a Roadmap for Air Quality Standards in Asia.

Lu Fu, China Director

Lu leads the implementation of China Program and related projects of Clean Air Asia in China. She holds BA in International Law, MA and PhD in Environmental Law from the Wuhan University, China and conducted her PhD research in the University of Leuven, Belgium. She is specialized in policy and regulation analysis of environmental issues, and has worked as project manager and coordinator with UNEP in Thailand and leading environmental consulting firms in China.

Wei Wan, China Program Manager

Wei supports the implementation of air quality management as well as green freight programs and projects of Clean Air Asia. She studied and worked in air quality management and policies, cost and benefit analysis of environmental policies for more than 5 years. She holds a PhD degree in Environmental Science from the Peking University and a member of the East Asian Association of Environmental and Resource Economics (EAAERE).

Zhang Weihao, Environment Researcher

Zhang Weihao supports the implementation of air quality management and transport-related programs and projects of Clean Air Asia in China. Before he joined Clean Air Asia, he worked for China Alliance for Clean Stoves, responsible for the implementation of international projects associated with biomass energy and climate change. He holds a Master’s Degree of Environmental Science and Engineering and Bachelor’s Degree of Environmental Engineering from Beijing University of Chemical Technology.

Mingming Liu, Director’s Assistant

Mingming supports the China Office organizing events and performing general administrative functions. She takes the lead in compiling the weekly China e-newsletter which has a high following among Clean Air Asia’s partners in China. Prior to joining Clean Air Asia, she also has an extensive experience being a project assistant and translator to various international meetings. She holds a Master’s Degree in Economics from the China Agricultural University.

Qiuxia Wang, Communications Officer

Qiuxia Wang received her B.A. of International Journalism and Communication from Beijing Foreign Studies University in 2010. She then became a member of a grassroots NGO in China, working on public engagement and information disclosure of different environmental topics. She was the one of the initiators and the coordinator of campaign, “I Monitor the Air for My Country”, which called for the government to monitor and disclose PM2.5 data. In 2013, she joined Greenpeace East Asia, campaigning to improve China’s air quality by reducing its coal use; she was the leader of the PM2.5 city rankings which attracted huge media coverage in China.

Huihui Cheng, Environment Researcher

Huihui supports the implementation of air quality management and transport-related programs and projects of Clean Air Asia in China. She graduates from Johns Hopkins University-Nanjing University Center for Chinese and American Studies with a Master’s degree in International Relations focusing on Energy, Resources, and Environment. She also holds a B.A. in International Politics from Tianjin Foreign Studies University.

Yan Peng, Advisor

Yan Peng is the former Clean Air Asia China Director. After eight years with Clean Air Asia, she joined C40 as Regional Director to support cities in China, Japan and Korea. She is now an international consultant on key environmental issues. She remains a Strategic Advisor to Clean Air Asia.

Tang Dagang, Advisor

Mr. TANG, the Director of Vehicle Emissions Control Center of MEP, China, has a long history with Clean Air Asia. He played a crucial role in establishing cooperation between Clean Air Asia and the Ministry of Environmental Protection, and contributed significantly to the establishment of Clean Air Asia China Office in 2005 as the Senior Coordinator of Clean Air Asia China Network.

Clean Air Asia India Office


Prarthana Borah, India Director

Prarthana leads the implementation of the Clean Air Asia programme in India. A sustainability strategist with 18 years of experience, she has a track record of generating and managing resources to give momentum to and execute large projects. She has worked closely with various Ministries of the Government of India in Environmental Education (EE)/ Education for Sustainable Development (ESD) and built partnerships with corporate houses, UN and other donor agencies. Having worked in different locations of India including Delhi, Gujarat and Northeast India she has extensive experience in involving local partners and adapting programs to meet local needs.

Sohana Debbarma, Transport Researcher

Sohana joined Clean Air Asia after her tenure as an FK Participant at the Vietnam Clean Air Partnership in Hanoi, Vietnam. Prior to that, she worked on the Indo-Highway Capacity Manual undertaken as a part of the 12th Five Year Plan by the Planning Commission, Government of India. Sohana has a master’s degree in Urban Transport Planning from the School of Planning and Architecture in New Delhi.

Bani Bains, Communications Officer

Bani has a Masters in Media and Communications from the London School of Economics and Political Science. Prior to joining CAA India, Bani has handled online communications, social media and press strategy for a startup called ANTS Digital. She has also completed internships with core communications teams at UN Women, International Alert and the YP Foundation.
