Clean Air Asia China Project Inception Workshop 亚洲清洁空气中心中国项目启动会

Background

The Clean Air Asia China Project is a joint project between the China State Environment Protection Administration (SEPA), Asian Development Bank, and Clean Air Asia, with the support from the William and Flora Hewlett Foundation, Energy Foundation, and DEKRA AG. The mission of the Project is “to promote better air quality management in selected Chinese cities.”

The Clean Air Asia China Project was established in July 2005 in Beijing. The workshop marks the formal establishment of the China Project and aims to inform the selected Chinese cities about the Clean Air Asia China Project. The cities which will be represented in the workshop are Chengdu, Chongqing, Hangzhou, Harbin, Guangzhou, Tianjin, Ulumuchi, Qingdao, Changsha, Guiyang, and Luoyang.

Selected city representatives will be the main target group for this workshop as well as representatives from other stakeholders including private sector, donor agencies, and academe.

Objectives and expected results

1. Understanding of the Clean Air Asia China Project, objectives, work plan, and opportunities for cities and other stakeholders to participate in activities;
2. Consensus among cities on gaps in existing AQM practice in cities;
3. Consensus among cities on priority pilot topics;
4. Identified training needs of cities related to AQM;
5. Clear understanding of the expectations from the cities

背景:

亚洲城市清洁空气行动中国项目是中国国家环境保护总局,亚洲开发银行和亚洲清洁空气中心的合作项目。该项目得到了美国能源基金会、美国惠勒特基金会、和德国 DEKRA 公司的大力支持。项目宗旨是促进在所选的中国城市中空气质量管理的改善。

亚洲城市清洁空气行动中国项目随着其项目指导委员会第一次会议的召开于2005年7月正式建立。会议正式确定了中国项目的建立,并向与会的所选中国城市代表介绍了该项目的具体内容。该项目的所选城市包括:成都、重庆、杭州、哈尔滨、广州、天津、乌鲁木齐、青岛、长沙、贵阳和洛阳。

所选城市的代表以及来自主办方、支持方的代表将是该次研讨会的主要参与者。

目标和预期结果:

1. 了解亚洲城市清洁空气行动中国项目的目标、工作计划、以及主办方及参与城市能够从中获得的机会;
2. 城市间就已经存在的城市空气质量管理实践达成共识;
3. 城市间就应优先讨论的话题达成共识;
4. 了解各城市针对空气质量管理的培训需求;
5. 明确各城市对项目的期望。
